Strategic Priorities Assurance (SPA) Board (From May 2018)

 

At the meetings of the Strategic Governance Board 27 November 2017 and 22 January 2018 it was agreed that that the format of the former Strategic Governance Board be changed along with the meeeting start times.  Decision Numbers  42/17 and 02/18 refers.

The SPA Board receives assurance on progress towards delivering each of the Police and Crime Plan objectives by receiving presentations from The Force, The PCC's Office and Partners.

The SPA Board meetings will take place in Conference Room 3 at Police Headquarters Ripley and will commence at 6.30pm, unless  otherwise stated.  A map can be accessed here 

The publication of all SPA meeting agendas and reports (which are not deemed confidential) will be published on our website by Friday afternoon latest, prior to the meeting on the following Monday afternoon. 

From November 2018 meeting onwards all SPA meeting papers will be uploaded to the Commissioner’s website 7 days in advance of the meeting, allowing time for members of the press and the public to read the reports ahead of the meeting.  Due to the bugetting timetables the budget papers in respect of 2019/2020 will be published later than the normal SPA papers, but will be published prior to the meeting.

 

The Strategic Governance Board (Up to March 2018)

 

The Strategic Governance Board (SGB) provides a framework of governance which enables regular scrutiny and decision focussing primarily on the business areas of; Performance and Finance & Resources, but also allows the following areas of business to be scrutinised throughout the year;  Professional Standards, Contact Management, Criminal Justice and Community Engagement and Partnership. The Meetings and General Protocols which determine how the Strategic Governance Board operates can be accessed here.

The publication of all SGB meeting agendas and reports (which are not deemed confidential) will be published on our website by Friday afternoon latest, prior to the meeting on the following Monday afternoon. The publication of the these reports will help to evidence to the Police and Crime Panel as well as the public that the Commissioner is carrying out his duty in holding the Chief Constable to account.

The SGB meetings will take place in Conference Room 3 at Police Headquarters Ripley. A map can be accessed here 

Throughout 2013, four of the SGB meetings were organised to take place at different venues across the County in Chesterfield,  Buxton, Swadlincote and Derby.

Throughout 2014 all meetings will be held in the Reception Room, Police HQ, Ripley, unless a specific request is made to hold the meeting at an alterative venue - should this occur details will be available on the website.

The Joint, Audit, Risk and Assurance Committee (JARAC)

The JARAC is a non-executive Committee and has no executive powers, other than those specifically detailed in the Terms of Reference which can be accessed here when they have been agreed by the Commissioner.

The purpose of the JARAC is to provide independent assurance of the adequacy the following:

  • The risk management and the internal control framework operated by the Police and Crime Commissioner and the Chief Constable.
  • The effectiveness of their respective governance arrangements including providing for value for money services.
  • Appointment, support and keep under review the work of internal and external auditors as they provide assurance on risk management, internal controls and the annual accounts through their work.
  • The financial reporting process.

The JARAC will meet four times a year. The calendar of meetings will be agreed at the start of each financial year and the meeting papers will be available one week in advance of the meeting date and can be accessed here
